About Us


Chief Gerald Simon has been in the fire service since 1976.  He has served for 15 years as a Fire Chief for the Cities of Oakland, Santa Clara.  He also served as Interim Fire Chief for Union City, California, Fort Lauderdale, Florida, and an additional 2-1/2 years in the City of Oakland.

He has been a fire officer since 1983 and his assignments included: fire suppression, fire prevention, emergency medical service, hazardous materials, technical support services, and 911 center management.  

He has been a fire service instructor and faculty advisor for two community colleges and a disaster preparedness instructor for California Specialized Training Institute.  In 2004, Chief Simon served as an instructor for the Executive Development Course at the National Fire Academy in Emmitsburg, Maryland.  He currently volunteers as a teacher and mentor at the Executive Development Institute at Dillard University in New Orleans, Louisiana, where he has served for the past 15 years.  

Chief Simon is a former president of the Fire Chiefs Section of the League of California Cities, and has served on the League’s Board of Directors.  He has been corresponding secretary of the Black Chief Officers Committee of the International Association of Black Professional Fire Fighters.  

He has also served on the Governance Committee of the California Emergency Medical Services Vision Project and the State of California Prevention 2010 Advisory Committee.  Past community work includes:  Board of Directors, Centre for Living with Dying; Advisory Board, Goodwill Industries; Board member, Mission City Community Fund; and Vice President, Girl Scouts of Santa Clara County, and the Violence Prevention board for the City of Oakland.

He has devoted more than two decades coaching children and adults in various sports, has been a counselor for troubled youth, and serves as a mentor to those who seek advancement in the professional fire service.

Chief Simon graduated from Santa Clara University in 1976 with a Bachelor of Science degree in political science. In 1999, he received a fellowship from the International Association of Fire Chiefs and the National Fire Protection Association and completed the Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University.  

Chief Simon has completed three international delegations on behalf of the fire service; Russia for Critical Incident Stress Management, China for reducing fire deaths and increasing fire code safety, and Great Britain to introduce diversity and inclusion strategies for minorities and women.

Chief Simon believes in service above self and that service is its own reward.
